What is CLOCS-A?

CLOCS-A (Construction Logistics and Community Safety – Australia) is a national framework for managing road safety risks from heavy vehicles on construction and infrastructure projects. Developed from the successful UK CLOCS program, it focuses on protecting vulnerable road users (VRUs) — pedestrians, cyclists, and motorcyclists — from construction traffic.
CLOCS-A is rapidly moving from voluntary best practice to mandatory requirement. Transport for NSW has required Bronze certification for all contractor vehicles on TfNSW projects since September 2025, with other states and major infrastructure clients expected to follow.
Three accreditation types are available: Construction Site Operators, Transport Fleet Operators, and Combined Accreditation — each across Bronze, Silver, and Gold tiers.

CLOCS-A Accreditation Tiers - And How Hubfleet Helps

CLOCS-A sets escalating requirements across three tiers. Hubfleet's platform supports the operational, safety management, and evidence requirements at every level.

Driver Competency & VRU Training

Track Every Requirement CLOCS-A Auditors Check

The CLOCS-A Requirement:
Before applying for accreditation, all truck drivers and personnel servicing construction sites must complete the Vulnerable Road User (VRU) awareness course. Ongoing driver competency, licensing, and fitness-for-duty must be demonstrated and documented.
With Hubfleet:
Track VRU course completion alongside all other driver competencies in one system. Hubfleet's training and competency management module ensures every driver's qualifications, certificates, and course completions are recorded with expiry tracking and automatic renewal reminders.
What You Can Track:
  • VRU awareness course completion with certificate upload
  • Driver licence classes and expiry dates
  • Medical certificates with automatic expiry alerts
  • Site-specific inductions for each construction project
  • Vehicle-specific competencies (tipper operation, float loading, crane operation)
  • Refresher training schedules and completion
Fitness-for-Duty:
  • Daily fitness-for-duty assessments with risk-based scoring before every shift
  • Evidence drivers were assessed and fit to operate before entering construction sites
  • Complete audit trail of every assessment for CLOCS-A auditors
Audit Evidence:
Generate reports showing every driver's training status, VRU course completion, licence currency, and fitness-for-duty history — exactly what CLOCS-A auditors need during entry and renewal audits.
Dashboard showing driver Esther Howard's contact details, license information, and a table listing drivers with VRU course, license, and medical certification status.
Vehicle Safety Verification

Prove CLOCS-A Equipment is Fitted, Working, and Checked Daily

The CLOCS-A Requirement:
Vehicles must meet specific safety equipment standards depending on your accreditation tier. Auditors need evidence that equipment is not only fitted but regularly checked and maintained.
With Hubfleet:
Customise your pre-start inspection checklists to include CLOCS-A specific equipment checks. Every shift, drivers verify that reversing cameras, sensors, blind spot detection, and audible warnings are present and operational — with photo evidence and GPS location stamps.
Pre-Start Inspections:
  • Custom checklist items for each CLOCS-A tier's equipment requirements
  • Photo capture proving equipment is fitted and in working condition
  • GPS-stamped inspections proving the check was done at the right location
  • Automatic fault creation when a CLOCS-A safety item fails
  • Vehicle grounding capability for critical safety equipment failures
Fleet Register:
  • Record which safety equipment is fitted to each vehicle
  • Track vehicle configurations against CLOCS-A tier requirements
  • Maintenance history for all safety equipment
  • Scheduled maintenance reminders for equipment servicing
Fault Management:
When a CLOCS-A safety item fails a pre-start check, Hubfleet creates a fault record, notifies management, and can ground the vehicle until the repair is completed and verified — ensuring non-compliant vehicles don't enter construction sites.
Incident Reporting & Non-Conformance Management

Systematic Safety Response for Construction Operations

The CLOCS-A Requirement:
Accredited organisations must demonstrate a systematic approach to safety management, including incident reporting, investigation, corrective actions, and continuous improvement. This is assessed during entry audits and renewal.
With Hubfleet:
Drivers report incidents and near-misses from their phone in under a minute. Each report triggers a structured workflow — notification, investigation, root cause analysis, corrective actions, and closure. Non-conformances are tracked through a formal NCR process with risk rating and corrective action register.
Incident & Hazard Reporting:
  • Mobile reporting with photo evidence and GPS location
  • Near-miss reporting to capture leading indicators
  • Automatic notifications to safety managers and supervisors
  • Severity classification guiding response priority
  • Offline capability for remote construction sites
Non-Conformance Reports (NCRs):
  • One-click NCR creation from any flagged event
  • Structured investigation workflow with root cause analysis
  • Risk rating using your standardised matrix
  • Corrective actions tracked through to closure in the Actions Register
  • Driver acknowledgement built into every NCR
Corrective Action Register (CAR):
  • Central register linking actions to incidents, hazards, and NCRs
  • Assigned responsibility with due dates and escalation alerts
  • Effectiveness reviews post-implementation
  • Trend analysis showing whether actions are reducing risk
  • Complete audit trail demonstrating continuous improvement
Telematics & Fatigue Management

Common Questions

What is CLOCS-A and who needs it?
CLOCS-A (Construction Logistics and Community Safety – Australia) is a national road safety framework for heavy vehicles on construction and infrastructure projects. It's been required for Transport for NSW projects since September 2025, and is rapidly being adopted by major infrastructure clients nationally. If your fleet services construction sites, CLOCS-A accreditation is increasingly becoming a requirement to win and retain contracts.
Which CLOCS-A tier do I need?
Your required tier depends on the projects you service. Each project is rated using the CLOCS-A Project Rating Tool based on factors like project cost, population density, traffic volume, and proximity to vulnerable road users. Bronze is the minimum mandatory standard for TfNSW projects. Silver and Gold may be required for higher-risk projects. Many operators aim for Gold to maximise their competitive positioning.
Does Hubfleet provide the physical safety equipment (cameras, sensors)?
No — Hubfleet is a software platform, not a hardware supplier. You'll need to source and fit reversing cameras, sensors, blind spot detection, and audible warnings from equipment suppliers. What Hubfleet does is verify this equipment is present and working through daily digital pre-start inspections, track maintenance, and provide the audit evidence that CLOCS-A auditors need to see.
Can Hubfleet track VRU training completion?
Yes. The VRU awareness course is delivered externally through CLOCS-A, but Hubfleet tracks completion for every driver in your fleet. Upload certificates, set expiry dates, and get automatic renewal reminders. During audits, generate reports showing every driver's VRU training status alongside all other competencies.
How does Hubfleet help with CLOCS-A audits?
Hubfleet generates the evidence auditors need: pre-start inspection records proving equipment is checked daily, training reports showing driver competency and VRU course completion, maintenance logs demonstrating vehicle roadworthiness, incident and NCR records showing systematic safety management, and corrective action tracking proving continuous improvement. Reports are generated in seconds — no manual compilation needed. See our [Audit Preparation Guide] for details on what auditors look for.
Can I use Hubfleet for both CLOCS-A and HVNL Reform compliance?
Absolutely. Many construction fleet operators face both CLOCS-A and HVNL Reform requirements. Hubfleet's unified platform covers both — the pre-start inspections, training management, incident reporting, NCRs, risk register, and fatigue management that satisfy CLOCS-A also form the foundation of your HVNL Reform Safety Management System. One platform, dual compliance. Take our free HVNL Reform Gap Assessment to see where you stand.
What telematics providers does Hubfleet integrate with?
Hubfleet integrates with Teletrac, Mix GPS, V-DAQ, Webfleet, and GeoTab for real-time vehicle tracking and driver behaviour monitoring. These integrations support CLOCS-A Gold-tier telematics requirements. If you use a different telematics provider, contact us to discuss integration options.
How long does it take to set up Hubfleet for CLOCS-A?
Most fleets are operational within 2-4 weeks. This includes configuring CLOCS-A specific pre-start checklists, importing driver training records, setting up your fleet register, and configuring maintenance schedules. We provide onboarding support to help get you audit-ready as quickly as possible.

What Hubfleet Doesn't Cover

We believe in being upfront. CLOCS-A includes some requirements outside of a software platform's scope:
Physical vehicle equipment
Reversing cameras, sensors, blind spot detection, and audible warnings must be purchased and fitted by hardware suppliers. Hubfleet verifies they're present and working through daily pre-start inspections.
CLOCS-A site signage and vehicle stickers
Provided through the CLOCS-A accreditation program.
Icon of a thumbs-up below three stars, with two stars in blue and one star in gray.
Project Rating Tool
Completed via the CLOCS-A portal to determine your project's accreditation tier.
VRU training course delivery
The actual Vulnerable Road User course is delivered externally. Hubfleet tracks completion and certificate expiry.
CLOCS-A accreditation audit
Conducted by approved CLOCS-A auditors. Hubfleet provides the evidence they need to see.
Hubfleet handles the operational systems, evidence generation, and ongoing compliance management that underpin a successful CLOCS-A accreditation — leaving you to focus on the physical equipment and accreditation process itself.
