What is WAHVA?

WAHVA (Western Australian Heavy Vehicle Accreditation) is a mandatory accreditation scheme managed by Main Roads Western Australia. It applies to anyone requiring a permit or order to perform any transport task, for hire or reward, within Western Australia — including interstate operators.
WAHVA requires operators to demonstrate, through independent audit, that their vehicles and drivers comply with regulatory standards across management systems covering fatigue, maintenance, and dimension & loading.
The scheme includes:
  • Accreditation Common Standards — Five management standards sharing commonality across all modules (responsibilities, records & documentation, training & education, internal review, and management of accidents & incidents)
  • Fatigue Management Module — Mandatory
  • Maintenance Management Module — Mandatory
  • Dimension & Loading Management Module — Mandatory
  • Mass Management Module — Optional, required only for operators in the Accredited Mass Management Scheme (AMMS)
Operators must pass an independent Entry Audit by a Main Roads-approved WAHVA auditor, followed by a 3-month provisional accreditation period, then maintain compliance through regular Compliance Audits as required by Main Roads.

WAHVA Modules — And How Hubfleet Helps

WAHVA sets standards across four modules. Hubfleet's platform supports the operational, evidence, and record-keeping requirements of each one.
Fatigue Management Module

WA-Specific Rules, Built Into Every Shift

The WAHVA Requirement:
Operators must demonstrate a fatigue management system with written procedures, driver training, work/rest scheduling, record-keeping, and breach management. Drivers must comply with WA-specific work and rest rules, which differ from NHVR eastern states rules.
With Hubfleet:
Hubfleet is the only NHVR-approved EWD built from the ground up with WA rules alongside national rules. Drivers select their applicable rule set — WA Solo, WA Two-up, or any NHVR rule set — and the app enforces the correct work/rest limits automatically.
WA Rule Sets:
  • WA Solo — Work and rest limits as prescribed by the WA Work Health and Safety (General) Regulations 2022 for commercial vehicle drivers
  • WA Two-up — Two-driver operations under WA-specific rules
  • Seamless switching between WA and NHVR rules for interstate operators
Fatigue Compliance Features:
  • Real-time breach detection and alerts before violations occur
  • Schedule checking tool showing available driving and work hours
  • Shift-start simulations so drivers know their limits before departing
  • Automatic non-conformance reports for any breaches detected
  • Complete shift history with work/rest records for audit
GPS Cross-Check:
  • Compare driver-declared rest periods against actual vehicle movement via telematics integration
  • Flag discrepancies for investigation
  • Objective evidence supporting NCR investigations
Audit Evidence:
Generate fatigue compliance reports showing every driver's shift history, breach records, and corrective actions — exactly what WAHVA auditors review during Entry and Compliance Audits.
Maintenance Management Module

Systematic Vehicle Maintenance with Complete Audit Trails

The WAHVA Requirement:
Operators must maintain a documented maintenance management system covering scheduled servicing, defect identification and repair, driver daily checks, and record-keeping. Auditors verify that vehicles are maintained to manufacturer specifications and regulatory standards, with legible records for all maintenance activities.
With Hubfleet:
Hubfleet's maintenance management module provides systematic scheduling, fault tracking, and repair management — ensuring your fleet stays roadworthy with the evidence auditors need.
Scheduled Maintenance:
  • Service programs based on kilometres, hours, or time intervals
  • OEM-aligned service schedules for vehicles, trailers, and dollies
  • Automatic approaching, urgent, and overdue alerts
  • Work order creation and tracking through to completion
  • Parts and labour cost tracking per service
Pre-Start Inspections:
  • Digital daily vehicle checks replacing paper-based systems
  • Customisable checklists for different vehicle types
  • Photo evidence of vehicle condition at each inspection
  • GPS-stamped inspections proving checks were completed
  • Automatic fault creation when items fail inspection
Fault Management:
  • Drivers report defects instantly from the mobile app with photos
  • Critical defect grounding to prevent unsafe vehicles operating
  • Fault-to-work-order workflow for systematic repairs
  • Repair verification and sign-off before return to service
  • Complete fault history for each vehicle in your fleet
Audit Evidence:
Complete maintenance records, service compliance reports, and defect resolution timelines — all downloadable for WAHVA auditors.
Dimension & Loading Management Module

Load Compliance Records with Digital Evidence

The WAHVA Requirement:
Operators must demonstrate systems for ensuring vehicles comply with dimension and loading requirements. This includes load restraint procedures, vehicle configuration management, and record-keeping showing loads were checked and compliant before departure.
With Hubfleet:
Hubfleet's load management features help operators capture load details, verify compliance, and maintain the records that WAHVA auditors need to see.
Load Records:
  • Digital load dockets capturing load details, dimensions, and restraint methods
  • Photo evidence of load condition and restraint
  • Vehicle and trailer combination tracking
  • Pre-trip load checklists verifying dimensions and restraint before departure
Vehicle Configuration:
  • Fleet register with vehicle dimensions and specifications
  • Trailer and dolly configurations recorded per combination
  • Permit tracking for oversize and over-dimension loads
Audit Evidence:
Generate reports showing load compliance history, inspection records, and vehicle configurations — demonstrating systematic dimension and loading management for WAHVA auditors.
Mass Management Module (Optional — AMMS)

For Operators in the Accredited Mass Management Scheme

The WAHVA Requirement:
The Mass Management Module is only required for operators wishing to operate within the Accredited Mass Management Scheme (AMMS), which allows access to higher mass limits. Operators must demonstrate systems for ensuring vehicles comply with applicable mass limits, including measurement methods, record-keeping, and breach management.
With Hubfleet:
Hubfleet's mass management module supports operators across GML, CML, HML, and AMMS requirements with digital mass records and compliance validation.
Mass Compliance Features:
  • Axle group configurations with mass limits per vehicle and combination
  • Mass scheme validation (GML, CML, HML, AMMS)
  • Measurement method recording (weighbridge, load docket, calculated)
  • Automatic over-mass alerts when entered weights exceed limits
  • Exception workflows with escalation for mass discrepancies
Record-Keeping:
  • Digital weighbridge dockets and load records
  • Photo evidence of weighbridge readings
  • Supplier and customer load documentation
  • Complete mass compliance history per vehicle and load
Audit Evidence:
Generate mass compliance reports showing measurement records, scheme adherence, and exception management — supporting AMMS accreditation audits.

WAHVA Common Standards —Built Into Every Workflow

The Accreditation Common Standards underpin all WAHVA modules. Hubfleet's platform addresses each one systematically.
Common Standard
Requirement
How Hubfleet Helps
1. Responsibilities
Clearly document the tasks in each management system, who is responsible for each task, and ensure suitable alternative arrangements if a responsible person is unavailable
Role-based access and responsibility assignment across all modules. Digital responsibility statements with sign-off tracking. Clear task ownership visible across fatigue, maintenance, and loading workflows.
2. Records & Documentation
Maintain legible, identifiable records for all standards — vehicles, drivers, fatigue, dimension & loading, and mass. All documents and records kept for a minimum of 3 years
All records are digital, timestamped, and permanently stored. Every entry is identifiable to the driver, vehicle, and date. Records retained well beyond the 3-year minimum. No illegible paper records.
3. Training & Education
Written instructions identifying training required for each person involved in the transport operation, including WA WorkSafe fatigue training for administrators and drivers
Training and competency tracking with completion dates, renewal reminders, and records per employee — driver name, provider, subjects, and completion dates as required by the standard.
4. Internal Review
Bi-annual (6-monthly) internal reviews of each management system to confirm ongoing compliance and identify non-conformances
Compliance dashboards showing real-time status across all modules. Non-conformance register with corrective action tracking. Risk management tools and trend analysis to identify systemic issues before auditors do.
5. Accidents & Incidents
Comprehensive reporting of all accidents and incidents at the workplace (including on-road), with investigation records and corrective actions. RAV incidents must be reported to Main Roads within 48 hours
Incident and hazard reporting from the mobile app with photo evidence. Investigation workflows with root cause analysis. Corrective action tracking through to closure. Complete incident history for audit.

Common Questions

What is WAHVA and who needs it?
WAHVA (Western Australian Heavy Vehicle Accreditation) is a mandatory accreditation scheme managed by Main Roads Western Australia. It applies to anyone requiring a permit or order to perform any transport task, for hire or reward, within Western Australia — including interstate operators entering WA. If you operate heavy vehicles under WA permits or orders, WAHVA accreditation is required.
What's the difference between WAHVA and NHVAS?
NHVAS (National Heavy Vehicle Accreditation Scheme) is the national scheme managed by NHVR for operators in HVNL-participating states and territories. WAHVA is the WA-specific scheme managed by Main Roads WA, as Western Australia operates under its own heavy vehicle regulations rather than the HVNL. The module structures are similar (fatigue, maintenance, mass, dimension) but the specific standards and auditing processes differ. Hubfleet supports both schemes. If you also require CLOCS-A accreditation for construction site deliveries, see our [CLOCS-A Compliance] page.
Does Hubfleet support WA-specific fatigue rules?
Yes. Hubfleet is one of the few EWD platforms with WA Solo and WA Two-up rules built in alongside all NHVR rule sets. WA rules are prescribed by the Work Health and Safety (General) Regulations 2022 and have different requirements to eastern states NHVR rules. Hubfleet enforces the correct rules automatically based on the driver's selected rule set, and drivers can switch between WA and NHVR rules when operating interstate.
How does Hubfleet help with WAHVA audits?
Hubfleet generates the evidence auditors need across all modules: fatigue compliance reports with complete shift histories, maintenance records with service logs and defect resolution, load compliance data with dimension and mass records, training and competency reports, and NCR tracking with corrective actions. Reports are generated in seconds — no manual compilation or searching through paper records.
Do I need the Mass Management Module?
The Mass Management Module is optional under WAHVA. It's only required if you wish to operate within the Accredited Mass Management Scheme (AMMS), which provides access to higher mass limits. If you only operate under General Mass Limits (GML), you don't need this module. However, Hubfleet's mass management features are available if you do need them.
Can I use Hubfleet for both WAHVA and HVNL Reform compliance?
Absolutely. Many WA operators also run interstate and need to comply with both WAHVA and the mandatory SMS requirements under the HVNL reforms. Hubfleet's unified platform covers both — the EWD, maintenance management, mass and load records, and safety management features that satisfy WAHVA also form the foundation of your HVNL reform Safety Management System. One platform, dual compliance.
How long does it take to set up Hubfleet for WAHVA?
Most fleets are operational within 2-4 weeks. This includes configuring WA fatigue rules, setting up pre-start checklists, importing your fleet register, configuring maintenance schedules, and training your team. We provide onboarding support to help get you audit-ready as quickly as possible.
