Regulatory Requirements

The result:

Construction operators juggle driver fatigue, vehicle safety, permit compliance, CLOCS-A requirements, and HVNL obligations across disconnected paper systems and spreadsheets.

There's a better way to manage bus and coach fleet safety and compliance.

How Hubfleet Helps Transport Operators

Driver Fatigue & Transport Compliance

The Challenge:
Construction projects involve early starts, multi-site trips, and materials delivery under time pressure. Manual work diary checking consumes hours and fatigue breaches create project delays and safety risks.
Hubfleet Solution:
  • NHVR-approved EWD with Standard, BFM, AFM, and WA rules
  • Real-time fatigue monitoring across your fleet
  • GPS cross-checking for work diary accuracy
  • Breach alerts before violations occur
  • Automated compliance reporting
  • Fit-for-duty assessments before every shift
For Fleet Managers:
  • Prevent fatigue incidents on projects
  • Reduce work diary admin significantly
  • Automated NHVR audit evidence

Pre-Start Inspections for Trucks & Equipment

The Challenge:
Construction vehicles face harsh site conditions. Daily pre-start inspections must cover trucks, trailers, and site equipment, but paper-based systems are inconsistent and create audit gaps.
What Hubfleet Does:
  • Digital pre-start checklists for trucks and trailers
  • Customisable checklists for different vehicle and equipment types
  • Photo capture for identified faults
  • GPS and timestamp verification
  • Critical fault alerts and vehicle grounding
  • Complete inspection history
  • CLOCS-A specific equipment checks (reversing cameras, blind spot detection, beepers)
Benefits
  • Catch critical faults before they cause project delays
  • Consistent inspections across all crews
  • Eliminate paper inspection books
  • Audit-ready inspection records for CLOCS-A and NHVR

Maintenance & Fault Management

The Challenge:
Construction vehicles operate in harsh conditions with dust, mud, and heavy use. Tracking maintenance, managing faults, and scheduling services across a mixed fleet is complex.
Hubfleet Solution:
  • Mobile fault reporting with photos from drivers
  • Maintenance scheduling by kilometres, engine hours, or time intervals
  • Work order management and tracking
  • Service history for every vehicle
  • Approaching, urgent, and overdue service alerts
  • Parts and labour cost tracking
Benefits
  • Reduce unplanned vehicle downtime
  • Extend vehicle life with preventative maintenance
  • Never miss scheduled services
  • Complete maintenance records for audits
Dashboard interface of Hubfleet software showing scheduled vehicle and dolly services, upcoming maintenance list, and faults table with details on report dates, types, and fault descriptions.

Permit & Document Tracking

The Challenge:
Construction fleets operate under various permits — road transport, oversized loads, environmental, and site-specific. Tracking expiry dates and ensuring permits are current across multiple vehicles is error-prone with manual systems.
Hubfleet Solution:
  • Attach permits and compliance documents directly to assets
  • Capture expiry dates with automatic alerts
  • Upload permit documents for easy access and auditing
  • Track multiple document types per vehicle (registrations, permits, accreditation certificates)
Benefits
  • Never operate with expired permits
  • All permit documentation in one place
  • Quick access during roadside checks or site inspections
  • Audit-ready permit records
Dashboard interface showing policy documents filtered by category with a pop-up summary of active permits including audit evidence, maintenance logs, and driver fatigue records.

CLOCS-A Compliance Support

The Challenge:
CLOCS-A accreditation is increasingly required for construction site access — Transport for NSW has required Bronze certification for all contractor vehicles on TfNSW projects since September 2025, with other states expected to follow.
Hubfleet Solution:

Hubfleet supports the operational, safety management, and evidence requirements across Bronze, Silver, and Gold tiers. Key vehicle safety requirements include:

  • Bronze: Reversing cameras or sensors, reverse beepers, Class V and VI blind spot mirrors, Fresnel lens, amber beacons, conspicuity markings, VRU warning signage, and wheel-nut position indicators
  • Silver: All Bronze requirements plus left-turn audible warnings, left-side blind spot cameras or proximity sensors, front and side underrun protection, ABS, and daytime running lamps
  • Gold: All Silver requirements plus telematics monitoring, electronic stability control, advanced emergency braking, and autonomous reverse braking
  • All tiers: VRU training tracking (Bronze = Basic, Silver = Intermediate, Gold = Advanced), driver competency management, incident reporting, NCR workflows, corrective action register, audit-ready evidence

Hubfleet's digital pre-start checklists verify required safety equipment is fitted and operational at each tier. For the full vehicle safety specification, refer to the CLOCS-A Standard.

Frequently Asked Questions

How do pre-start inspections work for construction vehicles?
Hubfleet includes customisable digital checklists for trucks, trailers, and other vehicle types. You can create vehicle-specific checklists covering critical safety systems — including CLOCS-A equipment checks like reversing cameras, blind spot detection, and audible warnings. Operators complete inspections on mobile devices with photo capture for any faults. GPS and timestamps verify when and where inspections occurred.
Can we track permits and their expiry dates?
Yes. Hubfleet allows you to attach permits and compliance documents directly to assets and capture their expiry dates. The system alerts you when permits are approaching expiry, helping prevent operating with expired documentation. You can upload permit documents for easy access during roadside checks or site inspections.
How does Hubfleet help with CLOCS-A accreditation?
Hubfleet supports CLOCS-A compliance across all three tiers — Bronze, Silver, and Gold. Pre-start checklists verify required safety equipment is fitted and operational, training management tracks VRU course completion and driver competencies, and telematics integration supports Gold-tier requirements. The platform provides the audit-ready evidence CLOCS-A auditors need. See our dedicated CLOCS-A Compliance page for full details.
Can crews report incidents from site?
Yes. Crews can report incidents, near-misses, and hazards directly from the mobile app. They can capture photos, include GPS location and timestamp, and record details. Management receives notifications and can begin investigation workflows through the NCR process.
How does Hubfleet help with HVNL compliance for construction fleets?
Hubfleet provides a complete digital SMS platform covering all 5 HVNL mandatory outcome areas. For construction operations, this includes risk management, training and competency tracking, incident reporting, non-conformance management, and systematic compliance documentation. The system helps demonstrate your SMS is "present, suitable, operating, and effective" for NHVR audits. See our HVNL Compliance Guide for more details.
Does Hubfleet integrate with telematics providers?
Yes. Hubfleet integrates with V-DAQ, Teletrac, Mix GPS, Webfleet, and GeoTab for real-time vehicle tracking and GPS cross-checking. This supports CLOCS-A Gold-tier telematics requirements and provides objective evidence for work diary verification. See our Telematics page for details.
What support do you provide during setup?
We provide onboarding support including custom checklist configuration for your vehicles, fleet data import, driver training, and ongoing operational support. Most construction fleets are fully operational within 2–4 weeks.
